This research is based on a case study on government sector in Malaysia deploying qualitative approach using semi-structured interviews with key officers in the organization. The data were analysed using Grounded Theory. The findings clustered under three pillars of success namely People, Process and Technology. Under the pillar of People, the challenges are lack of skills, cyber security is everyone's responsibilities and human error, whilst under Process, challenges identified are lack of implementation plan, wrongly placed human resource and lack of budget. The challenge in Technology is that it moves too fast. The findings are useful for the cyber security policy makers and implementers. © 2018 IEEE. date: 2018 publisher: Institute of Electrical and Electronics Engineers Inc. official_url: https://www.scopus.com/inward/record.uri?eid=2-s2.0-85057121504&doi=10.1109%2fICCOINS.2018.8510569&partnerID=40&md5=bc40b6c2cab0cc953f010827557370cc id_number: 10.1109/ICCOINS.2018.8510569 full_text_status: none publication: 2018 4th International Conference on Computer and Information Sciences: Revolutionising Digital Landscape for Sustainable Smart Society, ICCOINS 2018 - Proceedings refereed: TRUE isbn: 9781538647431 citation: Teoh, C.S. and Kamil Mahmood, A. and Dzazali, S.
