However, implementation of KS in most IHL of Malaysia has fall short of delivering these promises due to its misconception and lopsided implementation as a social or technology centric solution that lacks a working framework. Bearing this in mind, this work explores the critical success factors of KS and their interrelationship to propose a theoretical framework for collaborative KS to successfully deliver on its promise of enduring CA.
