"Most organizations are seeing ICT is becoming a cost of doing business rather than deliver the expected benefits and value. Information Technology Strategic Planning (ITSP) that was developed in the past years was operational-based. It is imperative that ITSP need to be aligned with the strategic direction of the company and its performance be measured. We are proposing an ITSP alignment framework that includes the correlation and alignment between IT and the Strategic planning which can support the organizations in the development and assessment of the ITSP. Based on Balanced Scorecard (BSC), our research provides a holistic, top-down and comprehensive view of gauging the overall performance of an organization and shows that IT projects must be developed in discipline with the established overall strategic planning of the organization. The outcome of our research is to demonstrate the evaluation of a company's performance measurement systems from a manager's perspective. The contribution of this research is to demonstrate how performance outcomes of companies can meet the goals of efficiency, effectiveness, competitiveness, business alignment, and business impact in the face of uncertainty and mobility of the business environment. © 2012 IEEE."^^ .
