It is believed that high cost in estimation may cause a project to collapse. Therefore, new algorithms and software tools are developed to overcome this problem. Most of the new algorithms and tool supports are based on the COCOMO model and some are based on the assumptions of different parameters used to measure the results. This paper analyzed a total of 20 papers to investigate the effectiveness of the new tool support in comparison to the existing as well as to discuss the findings of new parameters that has been used in estimation of cost in software development projects. The review is systematically conducted and the result shows that Error rate and ETP (Effort, Time, People) parameters are commonly used estimation and comparison. © 2018, Institute of Advanced Scientific Research, Inc..
