In order to develop to be a modern and developing country, e-Government is a must to be practiced. A few modern countries such as Singapore, Japan and German have been able to implement these e-Government systems successfully to their citizens. E-Government is not a new thing in Malaysia. We have started to implement e-Government systems since early 2000s. However, it is observed that not everyone and everybody is interested in e-Government system, especially people from rural areas. A lot of researches have been conducted in order to look for the exact solution on how to persuade these people from rural areas to use the system. The objectives of this study are to (1) to explore the factors that contributes to the failure and success of the usage of e-government portals among rural communities in Malaysia, (2) to plan strategies to strengthen the use and involvement to e-government among rural communities in Malaysia, and (3) to develop a policy that decide on, guide and control the transformation of government to e-government among rural communities in Malaysia. This research is at its preliminary stage and hence, no results are available yet. © 2016 IEEE.
