Abstract

After large-scale disasters, reconstruction is often initiated by stakeholders to minimize disaster impacts on the built environment which is a challenge in terms of resources and capacity. Rebuild housing projects are facing many difficulties such as cost and time overrun, due to different factors during the reconstruction phases. In the context of the ongoing conflict in Gaza Strip since 2006, this study aims to identify and discuss the significant factors influencing the post-disaster reconstruction projects for the housing sector during attacks against Gaza Strip between 2008 and 2014 through a survey of expert's opinions. A systematic literature review from relevant papers had been conducted. Findings are presented in seven groups: Period/time factors, Economical factors, Governmental/ Political factors, Technical factors, Beneficiaries-related factors, Non-profit organizations-related factors, and Management factors. The interviews result shows that the factors affecting housing reconstruction in the Gaza Strip after 2008 and 2014 are almost the same. The key factors include poor project funding, a large number of destroyed houses, and poor emergency plans and the siege with closed borders. This study is intended to aid the process of policy making by providing stakeholders with good practice measures. It is important that appropriate funding should be accessible for the fast response. Cooperative efforts are essential from all stakeholders in order to enable organizations to rebuild housing projects in a more holistic approach. © 2019 Author(s).
